37 football players and staff at University of North Carolina test positive for Covid-19

The University of North Carolina has suspended the football program’s voluntary workout program after 37 players and staff tested positive for Covid-19.

The Orange County Health Department in North Carolina determined the number of results to be a cluster forcing the Tar Heels to halt activities. The school says it administered 429 tests to players, coaches and staff with roughly 12% returning positive for coronavirus.

The university did not disclose the severity of symptoms of the 37 people who contracted the virus. (Read more)

Longtime NC legislator to take a new job, leaving Democrats to find another candidate

Longtime state Rep. Jean Farmer-Butterfield, a Wilson Democrat, will soon be leaving the House. Gov. Roy Cooper has nominated her to serve on the Board of Review, which handles appeals of unemployment benefit decisions at the Division of Employment Security.

The House and Senate voted nearly unanimously to confirm the appointment on Wednesday, and House members from both parties praised Farmer-Butterfield for her 17 years serving in the House.

“I’ve always appreciated legislators who are more concerned about solving the problems before them instead of some rigid ideology,” said Rep. Josh Dobson, a Republican from Nebo. “That type of thoughtfulness and that approach to governing is exactly what is needed on the Board of Review.”

Farmer-Butterfield had filed for re-election, so the Wilson County Democratic Party will need to pick someone to finish her term and replace her in November’s election.

Her House district is rated “leans Democratic” by the group N.C. Free Enterprise Foundation, which tracks legislative races. Republican Mick Rankin is also running for the seat. (Read more)

Letter To Editor – Black Lives Matter means all black lives

I am a Black man and I have not killed anyone so I don’t fit in that category of a Black man killing a Black person.

Anyone who have a problem with Black folk killing Black folk, then go talk to them or their family. I am not trying to do anything to get killed by another Black person nor police.

Some folk especially Black folk don’t say anything when it ain’t their family but as soon as it is their family or happens in their community they speak up but ignored it before then.

If anyone wants to say All Lives Matter then start your own protest but nope, you want me to do it for you because I am about Black Lives Matter. If you have a problem with Black on Black Crime then do something but going after those who are taking a stand with the Black Lives Matter movement is not the answer.

I have been in the struggle for years and had some Black Lives Matter shirts made years ago in Raleigh while attending the HKONJ (Historical Thousands On Jones Street) March where I The DCN News Blog. I also had some more shirts made around three years ago so when the BLM began. I didn’t have to go out and buy shirts because I have shirts and hoodies.

I gave away a bunch of shirts even a couple of hoodies to folk so today they have been blessed because they had a gift from me. When folk asked me about the shirts and hoodies I got them one and the young folk I gave it to them after I asked them were they going to wear them and if they were I would give it to them. I didn’t even know many of them.

Black Lives Matter includes Black on Black Crime and police brutality/murder.

I have been there done that been in Black on Black Crime meetings, police brutality/murder meetings and other over the years. But folk need to understand that I get to choose what movement I want to support.

I have not participated in any of the local Black Lives Matter marches but I support these young folk and glad to see them taking a stand making demands.

Main Street accreditation still eludes city

The state Commerce Department recently released the annual list of Main Street revitalization programs recognized as accredited — that is, those in the highest tier.

Rocky Mount’s Main Street program is not on that list.

A Commerce Department press release, which is dated July 2, showed programs in 48 municipalities in North Carolina made the list for 2020.

Rocky Mount’s Main Street program lost accreditation status after 2017 and remains an affiliate of the nationwide program. The program seeks to help transform older and historic commercial districts into vibrant areas with thriving economies.

No statement of response was available from a spokesman for the City of Rocky Mount by press time on Tuesday.

Mayor Sandy Roberson on Monday told the Telegram he is disappointed Rocky Mount is not on the Main Street program accredited list. Roberson said he believes accreditation is something the municipality should strive for.

Roberson, who was elected in November, was quick to note the municipality has experienced “a fair amount of turnover” in the local downtown redevelopment position.

“This is probably indicative of the impact of that kind of turnover — and inability to focus in the face of turnover,” Roberson said.

City works to find chief internal auditor

The City of Rocky Mount has an online advertisement seeking to fill its vacant chief internal auditor position.

The advertisement, which is posted on the N.C. League of Municipalities website, is scheduled to expire on July 17.

The municipality has been without a chief internal auditor since Lori Cairo left in July 2019 after having started in November 2018. Cairo was being paid a salary of $115,000.

Although Cairo’s former position has been vacant, a municipal official has said the City of Rocky Mount has a senior internal auditor, Paula Carbone.

The job of the municipal Internal Audit Department is to provide accountability to the public and promote the efficient use of municipal resources and operations.

The advertisement referred to the chief internal auditor position as the “CIA” for short.

A line in the advertisement said, “The CIA will only be successful with a proactive and educational philosophy rather than a ‘gotcha’ and rigid approach.” (Read more)

City seeks volunteers to serve on boards, commissions

The municipal government is looking for people to give their talents and time to local boards and commissions.

“It’s a real opportunity for folks to come in to serve Rocky Mount,” Mayor Sandy Roberson told the Telegram. “We have super-talented folks in Rocky Mount.”

Roberson said he knows his latter comment is true because people contact him and ask how they can help him and what he is trying to achieve.

“I think it’s great that people come forward at City Council meetings and speak on what they believe is their truth. But it would be even better if people would spend that time in trying to push the city forward and model it in a way that they believe will prosper the community as a whole,” Roberson said.

Roberson, who was sworn into office in December, said he believes such community service via boards and commissions always is needed, yet often is overlooked and not really considered by the Rocky Mount citizenry.

“And so it’s an opportunity for us to bring it to the forefront,” Roberson said.

Applications are welcome today and on Friday as well.

Friday is the deadline for them to be provided to City Clerk Pamela Casey so Roberson and the City Council can start reviewing them at a work session.

The council has since February been attaching a list of openings on boards and commissions at the bottom of the council meeting agendas.

Rocky Mount NC – City seeks price quote for Black Lives Matter painting project

The City of Rocky Mount appears to be interested in having the words “Black Lives Matter” painted on the roof of an old railroad track-side loading dock along Falls Road on the northeastern side of downtown.

A document, which is posted on the municipality’s website, shows Candice Kirtz, the purchasing manager in the city Finance Department’s purchasing division, has requested a quote from vendors for a project titled, “Black Lives Matter Painting.”

The document was issued on Tuesday and gives 2 p.m. on Friday as the time for a quote to be provided by a vendor or vendors — and the document includes a snapshot of the structure and a map.

The address of the structure is listed in the 200 block of Falls Road. The structure is between the Episcopal Church of the Good Shepherd and the Rocky Mount Event Center.

Additionally, the document said the vendor will have to paint the roof of the dock with a black base coat and then paint the words “Black Lives Matter” in yellow.

The Telegram late Wednesday morning found out about the request for the quote and the image of the document also later appeared in a posting on Facebook.

The Telegram emailed a list of questions to a city spokesman seeking further information, but there was no response as of press time on Wednesday.

The questions sought answers as to what the purpose of this is and from what municipal account funds would have to be pulled to cover the cost.

The questions also included when such work would be started and completed.

City Councilman Lige Daughtridge told the Telegram he learned about the request for the quote late Wednesday morning from city residents. (Read more)

New Edgecombe job additions spur debate

The Political Agitator’s response: All the folk want to know is the justification for the hiring of a new deputy county manager position since the commissioners have said repeatedly there was no money to give the Edgecombe County Sheriff Office. Many felt like Commissioner Viola Harris response was very unprofessional.

TARBORO — The Edgecombe County commissioners’ decision to create two new jobs on Monday night sparked a firestorm of criticism this week on social media.

The county will spend a minimum of $45,876 plus benefits for a network security administrator and a minimum of $82,386 plus benefits for a deputy county manager. According to the U.S. Department of Labor, the costs of benefits amount to about 30 percent of an employer’s compensation package.

Neither position was discussed publicly during discussion of the 2020-21 county budget, which was approved June 22.

While Edgecombe County officials have discussed the need for someone to oversee network security for at least the past two years, the county already employs both an assistant county manager as well as a county manager and there has been no previous public discussion of the deputy manager’s position.

The new posts were added under an agenda item labeled “Annual Approval of Compensation Plan” and were described by County Manager Eric Evans as “two changes” he recommended to commissioners.

In an email late Tuesday afternoon — after The Tarboro Weekly deadline — Evans responded to a series of questions posed following the meeting Monday night.

“The main difference is that the deputy county manager can function as the county manager in my absence,” he said. “For example, the (assistant county manager) cannot sign contracts on behalf of the county, take final personnel actions or make emergency decisions in the time of a disaster. The position will be advertised, applications taken and qualified candidates interviewed. (Read more)

Police charge two suspects in homicide

Two men are behind bars in connection with the fatal attack of a man nearly a month and a half ago in the Hillsdale area on the northeast side of the city, authorities said.

Keimon Sharpe, 20, was arrested on Wednesday and Kyle Barnhill, 22, was arrested on Thursday, police Cpl. Clay Wilder said in a press release late Friday morning.

Barnhill and Sharpe are charged with one count of first-degree murder in the death of Kenneth Styles, 20, Wilder said.

A second man, Randal Harrison, 51, was injured in the attack, but Wilder said Harrison is recovering.

Additionally, Barnhill and Sharpe are charged with assault with a deadly weapon with intent to kill inflicting serious injury, felony assault, discharging a weapon into an occupied dwelling and discharging a firearm within an enclosure to incite fear.

Barnhill and Sharpe are jailed without bond in the Edgecombe County Detention Center, Wilder said. (Read more)
