The Edgecombe County Board of Elections meeting will be Tuesday August 18, 2020 at 5:00 p.m. in Room 434 of the Edgecombe County Administrative Building, 201 St. Andrew St, Tarboro, North Carolina.

To protect public health and safety, and to comply with the Governor’s Executive Order, which limits the number of people that may gather, this meeting will be closed to the public.  However, the public is encouraged to listen in to the Meeting and can do so by using the link https://us02web.zoom.us/j/88514621763, or dialing 1 929 205 6099 and using meeting ID 885 1462 1763.

Edgecombe County Commissioners I Request Monthly Meetings Be Available To Public Via ZOOM Via Internet As Well As By Phone

Eric Evans Edgecombe County Manager,

I have requested that the meetings be held via ZOOM via internet also like you have with the Department Heads weekly and also like the Board of Elections does. I don’t understand what the problem is because the BOE meeting was so much better than the doing it just via call the volume was much, much better.

I hate I have to tie my phone up while on the Commissioners call when there should be and I know it can be other options. I have 4 laptops so like tonight I have 2 meetings going on at 7 and I could have my laptops set up.
I am requesting again asking that you make these meetings available via ZOOM via internet also.

Sources Say Controversial Pen At Edgecombe County Health Department Came To Light During The COVID-19 Testing At The Edgecombe Sheriff Office

I keep hearing that some folk want to keep things hush hush because they say look at Rocky Mount. Rocky Mount is just fine and they handling their business. But is Edgecombe County okay and handling their business?

Sources say the controversial pen was given out to be used during the COVID-19 testing of the inmates at the Edgecombe County Jail. Damn I am mad I am just hearing this. I am told that some folk were really upset about this pen being given out to be used.

Sources say they were pissed to see these pens come to the Detention Center to be used by whoever those where who were doing the testing. Sources say they were outside sources doing the testing but this is the pens that were given to them to use at the Detention Center. Really! So who in the hell are in the Detention Center? Majority Black.

But now I have to do some investigation to see if this is really true. I am going to reach out to the Sheriff Office on Monday to see if I can get a response from someone in the Detention Center. And then I will ask the County Manager since he is now the spokesperson for the Health Director.

But I will say that now I have learned a 3rd thing about these pens because the the Health Director said one thing, the County Manager said one thing and now this. Read the following link for yourself to see what has been said about the reason behind the pens.

I am well thank you, however I am very much concerned.

First of all let me set the record straight. These concerns are not mines only. If you remember I said someone sent the pen to me, actually several people and they asked me what did I think about it. I could have responded but I wanted to see what some others response would be.

I appreciate you beginning with an apology but I ain’t there yet.

Now to your response, I am still having a hard time receiving on behalf of myself and others. You know that some folk are scared to speak publicly in fear of retaliation. That brings me to another point. Some folk have called me about the racial climate within county departments and these folk were Black and White. So my question would be for you, do you speak up for all department heads during situations and also do you speak up for the employees during situations? I will wait!

You say the pens, the different colors are to be eye-catching and to draw attention to the Health Department’s contact information. So with ECHD and the phone number on the pen how would I know what ECHD stood for if I didn’t dial the number as I did?

You say, “From a broader view point, it is important to me that no person of any race feels they will be treated differently or unfairly at our Health Department or any other department. I want all of our citizens to feel that they can access services with the utmost respect and fairness. If anyone does experience less than that, the most effective way we can address it is if they contact the department head where they experienced it, or my office directly.”

I don’t think anyone feel comfortable contacting the department head nor you and your assistant whereby they have had some bad experiences in the county administration under the direction of the County Manager, Assistant County Manager and the County Commissioners responses. This is from my experience talking to some concerned folk over the past several months as it relates to the racial climate within Edgecombe County Administration Building. I had even heard it rumored that you were retiring but changed your mind.

I respect your response however what I am having a problem with is you didn’t mention the Project 8th and 9th graders in Mrs. Lachapelle resphis is what I really have a problem with and I wish I could talk to some of them to see what their response would be. I know what my response would have been if it was presented to me and/or my 8th or 9th grader. Maybe you should have responded then because what we have here is atleast two different explanations.

I know this is a tough situation but it is tough for everyone that I have received responses from.

Sir your response just don’t sit well with me and those whom have some deep concerns with the climate that exist in Edgecombe County.

I asked the following questions and I wish they would have been answered specifically the questions came from the response from the director’s response. I will list them again but I already know that I will not receive a response.

The following questions comes to mind so please can you help me to understand?

  1. I understand it comes in all colors so how was the pens used?
  2. Were they used to identify different races?
  3. If that be the case what colors were used to identity all the races included?
  4. Were the pens given to the students and/or the staff working with the families?

Thank you for your timely response however I am puzzled to why you are attempting to respond on behalf of the director unless you speak on behalf of all directors and employees when issues are brought to the forefront. But I do know that you as the County Manager has that right and that I respect.

Oh and thank you for including your assistant but that leads to one last question, will you share this will the County Commissioners since they were named as well.

I hope this email finds you doing well.

I appreciate your concern about this very important matter. I know that your email was directed to Mrs. Lachapelle, but being that this is of such importance to me and our Board of Commissioners, and that the concerns reflect upon our entire organization, I wanted to have the opportunity to respond myself.

First regarding the pens, I want to personally share my deepest apology to you and others who have been hurt or offended by the image of that ink pen. We sometimes purchase pens and other small items we hand out that are used to create awareness of services available at the Health Department, or to simply get the contact information for the Health Department out there to encourage citizens to contact us. That particular pen was purchased in a set that had many colors, as you know and have seen. They were not purchased to depict any race of people, but were in different colors to be eye-catching, again to draw attention to the Health Department’s contact information.  I do admit that we could have done a better job in recognizing the offense these pens could cause, and for that I am truly sorry.  I don’t know how many of the pens in any of the colors have been distributed, but I assure you no more of them will be handed out. The ones we had immediate access to have been discarded, and any others we come across will be as well.

From a broader view point, it is important to me that no person of any race feels they will be treated differently or unfairly at our Health Department or any other department. I want all of our citizens to feel that they can access services with the utmost respect and fairness. I am going to only share a few responses that I received because I think you should already know why this is a concern.

  1. I truly can’t find anything derogatory on this marker because they come in all colors and it’s a mop head marker. The question is at a time like this why this pen and if so why only blacks one if that’s the only color they gave out. I am not the sensitive kind who tries to find about small shit you truly can’t directly prove anything but you guys know the sentiment and attitude of the people over there so i can’t truly say it has a racist undertone

Now I chose not to give my response when I first received the original request asking me what did I think about the pen and where it originated simply because if I had I would have created the narrative.

Now that I have received responses from others and more importantly from you, now I want to let you know my response to the pen.

First of all I am puzzled as to why this pen was chosen when we know that Black Folk in Edgecombe County are the main folk with more health issues be it Breast Cancer, HIV, now the Coronavirus and other as you are so well aware of it.

I find the pen to be very offensive because I could see it being laughable among some folk who are not Black that are employed at the Health Department and the County since again Black Folk are faced with more health issues than others.

Now after reading your response that the pens were purchased for Project REACH to provide Family Life Education to 8th and 9th graders I am having even a harder time understanding why this type of pen was purchased.

The following questions comes to mind so please can you help me to understand?

  1. I understand it comes in all colors so how was the pens used?
  2. Were they used to identify different races?
  3. If that be the case what colors were used to identity all the races included?
  4. Were the pens given to the students and/or the staff working with the families?

I want to close with I am aware of some issues and concerns as it relates to Edgecombe County Departments when it comes to racial issues. I received calls several months ago from Black and White employees and I have been just observing the atmosphere from a far. When it comes to folk dealing with issues in the workplace that can be very intimidating and a sense of fear due to possible retaliation for speaking out.

I offer my most sincere apology to anyone who may have been offended by the ink pen identified in your email.   It was not our intent to cause any one harm.  The pen identified along with others were purchased in various colors as an incentive for Project REACH.  Project REACH provided family life education to 8th and 9th graders in Edgecombe County Public Schools and North East Preparatory School.

It was our oversight and we did not recognize the potential to send a negative message or offend anyone.   The remaining pens have been discarded.  

In our agency, we respect and value people of all races and ethnicities.  Again, it was never the intention of the Edgecombe County Health Department staff to offend anyone.

New Edgecombe job additions spur debate

The Political Agitator’s response: All the folk want to know is the justification for the hiring of a new deputy county manager position since the commissioners have said repeatedly there was no money to give the Edgecombe County Sheriff Office. Many felt like Commissioner Viola Harris response was very unprofessional.

TARBORO — The Edgecombe County commissioners’ decision to create two new jobs on Monday night sparked a firestorm of criticism this week on social media.

The county will spend a minimum of $45,876 plus benefits for a network security administrator and a minimum of $82,386 plus benefits for a deputy county manager. According to the U.S. Department of Labor, the costs of benefits amount to about 30 percent of an employer’s compensation package.

Neither position was discussed publicly during discussion of the 2020-21 county budget, which was approved June 22.

While Edgecombe County officials have discussed the need for someone to oversee network security for at least the past two years, the county already employs both an assistant county manager as well as a county manager and there has been no previous public discussion of the deputy manager’s position.

The new posts were added under an agenda item labeled “Annual Approval of Compensation Plan” and were described by County Manager Eric Evans as “two changes” he recommended to commissioners.

In an email late Tuesday afternoon — after The Tarboro Weekly deadline — Evans responded to a series of questions posed following the meeting Monday night.

“The main difference is that the deputy county manager can function as the county manager in my absence,” he said. “For example, the (assistant county manager) cannot sign contracts on behalf of the county, take final personnel actions or make emergency decisions in the time of a disaster. The position will be advertised, applications taken and qualified candidates interviewed. (Read more)

I just learned that the Edgecombe County Commissioners approved a new position to assist the County Manager. This is truly disturbing because no additional funds or not enough funds have been allocated for the Sheriff and his deputies. With all that is going on in the county and communities with shootings and opioid addiction related crimes, the money would have been better invested in keeping us safe. Unbelievable!. What answer is given for the other county workers that have not received a satisfactory raise? Unbelievable!

Viola Harris I must tell each of you to stay in your lane when you’re not privy to everything going on in this county. The sheriff is elected like other elected officials. He has to maintain a budget just as the board of Commissioners. The county could have more money but not one of us is eager to raise taxes. Over the last few months, less money is coming in because taxes, water bills, other fees not being paid. Local governments must function because services for 56,000 citizens must go on. Please don’t talk about what you don’t know. The end of discussion.

Viola Harris I apologize if my remarks seemed harsh and were taken the wrong way. All I was trying to say is people shouldn’t speak on things they don’t have all of the information about. We all have difficult decisions to make during these difficult times. I don’t have all the answers but try to think of every citizen when trying to make decisions. Nobody will agree with everything any of us do but God knows my heart and that I’m sincere in what I do.

I found your response telling folk to stay in their lane to be quite interesting. First of all I believe you should not have responded to the comments.

We don’t have to be privy to everything that is going on in the county. As active as I am I don’t know everything but I know a hell of a lot more than what some folk think I do.

We are concerned about the creation of a new position while the Sheriff Office need funds to be competitive with surrounding counties.

So how was this position created since I am not aware of the raising of taxes?

So since less money is coming in why was the new position voted on?

But nobody is questioning the functioning of local governments but questioning why is it more important to hire another county manager versus giving the Sheriff Office more funds?

We are asking questions because if we had the answers we wouldn’t be questioning the creation of the new position.

As far as the apology you say if your remarks seemed harsh and were taken the wrong way. Hell yeah they were harsh and hell not were not taken the wrong way. I took it just like you said it. Again I would have rather you not responded but if you did feel the need to respond you should have done it differently. I think you should have explained why you voted for the new position and didn’t have to mention the Sheriff Office. The budget for the Sheriff Office had already been voted on and you could have just mentioned that.

Who know everything about everything? Are you saying you do?

You say you don’t have all of the answers but try to think of every citizen when trying to make decisions? Wow! That ain’t possible because you know that there are always going to be some on both sides of issues.

How will the new position benefit every citizen?

Does not the Sheriff Office benefit every citizen? The Sheriff Office is in control of the county and is a 24 hour job while the county manager’s office and governmental offices are a day job.

You are ab so damn lute ly correct “Nobody will agree with everything any of us do but God knows my heart and that I’m sincere in what I do.” I don’t agree with everybody even family and nor do I want and expect everyone to agree with me. But what I do know is the actions of others show me where their heart is.

Your apology my friend was not good because you lost me in your first sentence, “I apologize if my remarks seemed harsh and were taken the wrong way.”

I no longer work for Edgecombe County. I no longer need a disclaimer that the thoughts on my page are mine and not that of the county. I no longer have to hold my tongue. I wasn’t rude, I didn’t call anyone out nor did I tag anyone. I will say once again, I don’t understand this new position. I don’t understand why our employees are always last, if I remember correctly we endured 7 years of no pay increase (well certain ones got a raise ‍♀️) then a $500/or 1% increase depending on salary, a 2.5% increase and I’m unsure what was passed for this fiscal year. The employees need to be compensated according to surrounding and/or equivalently populated counties. We paid a company to do a pay study that we couldn’t afford to implement some years back. That money would have been better appreciated split amongst the employees. Loyal employees with experience need to feel appreciated. An employee that’s been there 15+ years isn’t going to have a pleasant attitude when they learn that the new employee is making the same salary if not more than they are doing the same job or equivalent. An employee isn’t going to have a pleasant attitude when they learn that some new employees come in at mid point or max salary at hire date just to get them in the door when they’ve worked there for 20 years and barely make minimum salary. We have to do better for our employees. I know what it’s like to have to leave your 8 hour day of employment and have to go to your 2nd job because you can’t make ends meet. I did it for years. This new position of Deputy County Manager will lower employee morale once again. We must do better for our employees, all employees, and since I know it won’t be an across the board adjustment, it must start with our Sheriff’s Department and trickle down. Each and every one of us see what’s happening across our nation. You couldn’t pay me enough to serve as an LEO right now. We need them and we need them to be justly compensated.     Deborah Shaw Again, well said Robin. I pray Edgecombe County Sheriff’s Office gets the salary increase they deserve. I experienced that same salary situations with new employees for years. And until recently (the last 2) after being employed for 28 years, if a new employee worked 2 or 3 days over, they would bring home more than I did. Can I say that left a really bad taste. But none the less, I still gave my job 110% because I loved my job. Sheriff Cleveland Clee Atkinson has a great TEAM and deserves more. And even though I recently retired from there, I’m STILL Edgecombe County Sheriff’s Office strong. I support them 100%.

Edgecombe County as a whole should get salary increase, BUT EDGECOMBE COUNTY SHERIFF’S OFFICE should be at the top of the list. Sheriff Atkinson is a good man and fights hard. Give him and his staff what each of them rightfully deserves.

      Van Holland Bernie Taylor according to the chairman it has been discussed for 2-3 years. But he just said at the last budget work session the county didn’t have enough money to meet with Sheriff Atkinson was asking for.
      Now the ECSO is in the same boat as they were when he took office, dozens of vehicles with upwards of 125,000 miles. But that doesn’t matter anymore.

I just learned that the Edgecombe County Commissioners approved a new position to assist the County Manager. This is truly disturbing because no additional funds or not enough funds have been allocated for the Sheriff and his deputies. With all that is going on in the county and communities with shootings and opioid addiction related crimes, the money would have been better invested in keeping us safe. Unbelievable!. What answer is given for the other county workers that have not received a satisfactory raise? Unbelievable!

Edgecombe County residents please read***. I’ve stood by my Sheriff since day one. I didn’t know him other than in passing at the courthouse but I knew that he had what was needed to lead Edgecombe County. Some back information, I was employed by this great county for 30 years and served our citizens as Register of Deeds for 13 years. During my tenure, I only went to the Commissioners twice for a pay increase. The last time was before deciding to retire at 53 years of age based on time served. I served 13 years as Register and I still didn’t reach the salary that the prior Register did with 10 years of service. I was given a small increase and told once again that they wish they could do more. Fast forward to tonight. I have many friends employed by the county and also as commissioners. This isn’t to hurt anyone but I just truly don’t understand. I sit at home making $900 more a month to not work for Edgecombe County. In my dismay, tonight I learn we do have enough money to create yet another position under the County Manager umbrella. Just a few short years ago we only had a County Manager, we then added a position of Assistant County Manager. When that happened I was like ok ‍♀️ but tonight I learn we added a Deputy County Manager as well. I learned that position passed unanimously and will rake in between 82K – 135K and will be directly under the County Manager. We now need 3 positions to do what one person use to do. Explain that to our Sheriff who can’t get a minimal raise for the people he employs. Explain that to our Sheriff who doesn’t even make what some Department Heads make that have only been employed a few short years and aren’t elected to serve the citizens 24 hours a day 7 days a week. Explain this to ALL of our employees who could make more going to work for Walmart. Explain this to each and every employee who has shown loyalty, stuck with us to be trained and taken numerous classes to sit stagnant and finally be offered enough money to go to a surrounding municipality because their pay scale makes enough difference that the employee can’t pass up because it will make a huge difference to their family. Do you blame them? Many of you are opposed to giving raises fo the employees because you’re scared that taxes will go up. Think about this, how much do you think it cost to continue to train good people just so they will leave and you have to start over? Do you want experience representing the offices that serve you or people that are once again learning because the experienced once left due to the minuscule salary paid by Edgecombe County? Explain that to the Department Head who has to start all over again from square one that the time money and effort they put into their employee has been shot out of the window yet once again. Folks, the employees of Edgecombe County need your support. It must start with our Sheriff’s office and trickle down. #isupportmysheriff

Edgecombe County Commissioners Please Do Something About Your Zoom Meetings Because The Volume Is Not Clear Just Sorry!

I don’t understand why I could not hear the meeting until around 7:15 but had logged on around 6:55 PM.

 

NOTICE OF changes to the JULY 6, 2020 Edgecombe county board of commissioners meeting due to the covid-19 pandemic

 

Edgecombe County continues to work through the COVID-19 public health emergency in a way to best protect the health and safety of Edgecombe County citizens.  We would like to provide an update on the upcoming County Commissioners meeting, particularly regarding how Edgecombe County citizens can participate in next month’s regularly-scheduled County Commissioners meeting on July 6, 2020 at 7:00 p.m.

 

            Edgecombe County is complying with all applicable federal, state, and local guidelines and recommendations including those from the CDC, N.C. Department of Health and Human Services, and the Edgecombe County Health Department on social distancing and protective measures that should be taken to decrease the spread of COVID-19.  As such, on March 20, 2020, in accordance with state law and Edgecombe County’s Code of Ordinances, Chairman Leonard Wiggins proclaimed a State of Emergency for Edgecombe County regarding the ongoing COVID-19 pandemic.  Through this proclamation of a State of Emergency, Edgecombe County imposed restrictions on access to county-owned property, which included restricting access of county-owned buildings to the public.  This action was taken to maintain public order and to protect the health and safety of Edgecombe County citizens by limiting the spread of COVID-19.

 

            In light of the State of Emergency and in consideration of the recommendations of government and public health officials to limit public gatherings, Edgecombe County’s Board of Commissioners meeting on July 6, 2020 at 7:00 p.m. will be closed to the public.

 

            The public is encouraged to submit any public comments via email to publiccomments@edgecombeco.com by 5:00 p.m. on Sunday, July 5, 2020.  Public comments may also be submitted by mail addressed to Eric Evans, County Manager, P.O. Box 10, Tarboro, NC 27886.  All public comments submitted by 5:00 p.m. on July 5th, will be read at the July 6, 2020 Board of Commissioners Meeting.  The public is also encouraged to listen to the meeting by calling 1-929-205-6099 and entering 824-9384-4019 as the meeting ID.

 

            Edgecombe County takes this action in accordance with the above-mentioned guidelines and recommendations and pursuant to state law and Edgecombe County’s Code of Ordinances to best protect the health, safety, and welfare of Edgecombe County citizens during this State of Emergency by limiting the spread of COVID-19.  We appreciate the public’s patience and understanding as we try to navigate this unusual situation in a way to best serve and protect the citizens of Edgecombe County while also continuing to conduct the critical operations of the county.

So, on tonight’s county commissioners agenda is an item called “Approval of Annual Compensation Plan” … if you read it, you find it is actually there to CREATE a “DEPUTY COUNTY MANAGER” position at a base of $82,836 and a max of $135,256 … plus benefits.

What will they do that the county manager and assistant county manager don’t do?

I thought Chairman Wiggins said we don’t have any money … or is that only when the Sheriff if trying to get funds for those who protect and serve!

So … who’s buddy has the next de track on this unneeded position? Just wondering for a friend!

1. Of the 115 positive cases in our county, 77% are African Americans

2. More women than men

3. Ages 29-49 largest group

4. Of the 5 deaths, 3 over 65, 2 under 65

5. Most cases within our cities

6. Emerging numbers in the Hispanic population

7. Social Distancing still crucial

8. High risk must be careful

9. In homes where more than one positive, distance from family members crucial but difficult for some households
