Sheriff puts new focus on community relations

Edgecombe County Sheriff Clee Atkinson is working to stay ahead of the curve in community relations between his officers and local residents, whether they are Edgecombe County residents or visitors.

“With recent events and unrest in our nation, my top priorities as sheriff of Edgecombe County is the safety of my deputies and serving and protecting the citizens of this county through our core values of respect, integrity and professionalism,” Atkinson wrote on the agency’s Facebook page. “As an outcome of such, we would like to take time out to reassure our citizens by sharing some common practices that are implemented in our office. They are designed to ensure fairness and transparency through our service.”

Atkinson listed eight specific items:

  • Deputies receive and will continue to receive Implicit Bias Policing Training.
  • Deputies have been outfitted with modern Axon body cameras to record encounters with the public, the cameras automatically activate when the taser or firearm is unholstered, eradicating user error.
  • Policy requires other law enforcement officers to intervene and make a report when they witness unnecessary force being used.
  • The Use of Force Continuum is followed and officers receive training on it each year.
  • Deputies are to give a warning before utilizing force when circumstances allow.
  • A Use of Force review board has been established.
  • Deputies are held to a strict social media usage policy, both on and off duty.
  • The sheriff’s office continues to actively build community relations.

“We continue to train and improve our operations to comply with federal and state law, as well as best practices to assure we serve our citizens to the best of our ability and power,” Atkinson said.

The body cameras were approved for purchase at the May meeting of the Edgecombe County commissioners.

Pinetops NC – Jurisdiction Of Pinetops Police Department And Edgecombe County Sheriff Office

Sally Jenkins Street runs to the Pinetops Community Center. The houses to the left of G.W. Carver School Elementary School are in the county and they get their lights from Edgecombe Martin.

I was told that the Pinetops Community Center has been annexed into the city just heard this today. I used to be on the Community Center Board before I resigned years ago. The sources said they thought the others had been annexed but I told them I read in the paper that where the shooting occurred on Saturday morning the report said the residence was 100 yards from the Pinetops City Limits.

South Edgecombe Middle School is not in the Pinetops City Limits either. How well do I know because a former Principal called the police on me after a School PTA meeting and the Pinetops police came and he and I stood outside of the school until the Sheriff Deputy arrived.

Because Sally Jenkins Street is the cut-off for the city limits that means that the Edgecombe County Sheriff Office has the jurisdiction to handle law enforcement issues. Yes Pinetops Police goes to the scene and try to secure it because they can get there quicker. However Pinetops Police Department has even gone out of the city limits to wrecks and other because they could get there before the Edgecombe County Sheriff Office could depending where the Deputy is on this end of the county.

I have been actively engaged in Pinetops Politics over the years so I am knowledgeable of what goes on. When I lived on Bynum Farm Roa growing up until moving after the 199 Flood. I was a little over a mile from the Pinetops City Limits and now I am around 3 miles from the city limits but have a Tarboro address whereby I am around 7 miles out of Tarboro.

I am familiar with there are suppose to be some cameras in Pinetops in certain areas however I know they have them at the stoplights because when my dad had a wreck the young white girl was going to work at Piggly Wiggly and ran the light and hit my dad saying he ran the light. The Pinetops Police Officer looked at video before he came to the wreck.

Now let’s be real. Folk say that things go on in Pinetops that the Police Department need to be addressing even inside the city limits but it appears they wait on the Edgecombe County Sheriff Office to come in. Maybe it is time that there are some conversations about the need for small towns like Pinetops that are paying their officers more than what the Sheriff Deputies are getting paid from what I hear, that maybe something need to be done differently. Hell if you think about it you see Edgecombe County Sheriff Deputies in Pinetops often during the day and night.

But let’s not forget that the community plays a major role in solving crimes especially victims of crimes. If these folk do not cooperate then it makes it hard for Law Enforcement to solve crimes.

Maybe the citizens in Pinetops need to attend the Pinetops Town Hall meetings that are on the 1st Tuesday each month to discuss your concerns as it relates to cameras and other however again know that he citizens have a role to play to.

Folk you better wake up and be mindful as to what is going on in your town and in Edgecombe County because there are some hidden agendas when it comes to Race Relations and now is the time to talk about it while we are in this season.

Edgecombe County Sheriff Office Report Shooting In Pinetops NC Around 2:00 AM This Morning June 20, 2020

The Political Agitator’s response: First of all thank you Edgecombe County Sheriff Office for working the county. I am pondering this happened 100 yards from the town limits across from Carver Park Cemetery and problem about 200 – 300 yards from the Pinetops City Limits. I will address that later. But for now I want to address Scott King We’re is the black lives matter protesters?” Why should there be a protest? What is it to protest? I am going to help you with your ignance. The protests the officers were caught on video murdering folk. Well in this case there is no video and I don’t see an arrest made. However although the police were on video they were not immediately arrested so there is the difference. Now do you know who is responsible for the shooting? If you do then start the protest.

Around 2:15am, our office received a report of numerous shots being fired at 715 E. Lashley St. in Pinetops. This residence is less than 100 yards from the town limits of Pinetops.

Pinetops Police Dept. were the first to arrive and found (4) individuals had been shot.

(2) of the victims were pronounced dead at the scene. (1) was transported to Vidant-Pitt Hospital and is currently being treated. The other victim refused treatment. The identity of the victims are not being released at this time. This investigation is ongoing.

This appears to be an isolated incident. Anyone having information related to this incident is urged to call 252-641-7911. Thank you to the Pinetops Police Dept. For their assistance and quick response.

Edgecombe County Detention Center Although Understaffed They Continue To Hold It Down Even During COVID-19 Challenge

Edgecombe sheriff gets more funding for wage increases

The Political Agitator’s response: Asked for $940,000 and only received $350,000. Wow! Sheriff asked for riot gear because they have gear from 1965. Sheriff said it would take $13,000 to outfit deputies and he need 3 squads of 15. Sheriff Office was only given $20,000.

Edgecombe County Sheriff’s Office deputies and Edgecombe County Detention Center officers and support staff will get raises over and above the 2 percent already in the 2020-21 budget following action Monday night by the Edgecombe County Board of Commissioners.

Sheriff Clee Atkinson submitted a request for salary increases that amounted to $940,000 — sans benefits — prior to the meeting, but Commissioner Billy Wooten got discussion started on $250,000 in additional pay for detention center officers and staff only.

Wooten said he designated detention center personnel because they were the lowest paid and had the highest level of turnover.

In the end, a unanimous vote earmarked an additional $350,000 for pay for deputies, detention officers and staff. (Read more)

We were notified that our office staff had been in close contact with a person that tested positive for COVID-19. Edgecombe County – I Totally Agree With Former Register of Deeds Robin Williams Braswell Response To The Edgecombe County Board of Commissioners February 2020 Meeting

I totally agree with Robin Williams Braswell as it relates to the Edgecombe County Sheriff Office Presentation. First of all I want to say my damn internet is so slow so I am uploading the video now. I just finished running my church service from Sunday so as it stand the Edgecombe County Commissioners Meeting is uploading and hopefully it will be up by tomorrow evening.

Robin that Gene did a hell of a job with the presentation. This is one of the most powerful presentations I have ever seen and I have videoed many. However the presentations that they did during the 1st Annual Sheriff Citizen’s S.H.I.N.E. Academy were powerful as well. Every time I attend something that the Sheriff Office does they take it to a new level of professionalism.

Robin you were underpaid as well but I am so glad you were able to retire at a young age, (I am jealous you are several years younger than me) but you will be able to live comfortable on your retired income.

I totally agree with Robin Williams Braswell as it relates to the No Smoking Policy and I too do not smoke. I strongly feel that the employees need somewhere to be able to go smoke. They could set up an area somewhere and put up a little shelter where the employees could stand under and have something for them to put their butts in. On my job when they stopped the employees from smoking they used to go in the field connected to the property. Later and as of date they have a shelter set up for the employees to go under to smoke.

What tickled the hell out of me during the meeting was that when Othar Woodard address Shane Varnell of State Farm about the policy Vane for and Woodard against. Woodard said that the employees would adapt because his wife did when her place of employment banned smoking. He said that it is about the employees health. Well we are talking about grown ass men and women and not children. Come to think about it you have to be of an adult age to buy and smoke anyway. If I am correct smokers have to pay more for medical insurance so if that ain’t an issue for them, then damn sure ain’t an issue for me. Hell I would not want to pay the price of a pack of cigarettes these days.

I say give the Edgecombe County Sheriff Office a real raise and give the employees somewhere to smoke.

Yes, Robin my friend all of this is unacceptable and we must do better!

My comments above is in response to Robin Williams Braswell.

First of all I want to say bravo to Gene for his presentation that he made on behalf of our Sheriff’s Office. As a 30 year employee of the county, I totally understand his plea. The Register of Deeds office is mandated by several state agencies and is tasked with serving the citizens in all aspects. The knowledge required by the position is vast yet the starting salary is a mere $23,170. I served this great county for 30 years of service to this County and as YOUR Register of Deeds for almost 13 years, never reaching the salary of the former Register who served 10 as Register with no prior experience. I never reached mid point! We have Department Heads who have reached mid point and some are at max and beyond max salary at just at 2-3 years in their respective positions. No disrespect to them, but where is the justice in this? As for the NO SMOKING policy, I do not smoke, however; I have county employee friends that do. Do I think the smoking area should be at the entrance to our county buildings, no. Do I think we should designate an area for those that choose to smoke, YES! We as a county are dumping our trash on the Town of Tarboro! Employees are forced to smoke on the sidewalk, citizens attending court are forced to walk across the front of the courthouse to the courthouse square and dump their ashes and butts into the fountain and surrounding area which is owned by the Town!!! Give them somewhere to go! This is unacceptable and we must do better!

Tarboro NC – Edgecombe County Sheriff Cleveland Atkinson Will Provide An Update To County Commissioners On Monday February 3, 2020

Edgecombe County Cleveland “Clee” Atkinson will provide an update during the Edgecombe County Commissioners Meeting on Monday February 3, 2020 7:00 PM. The update will take place on the agenda at:

A. Sheriff Clee Atkinson will provided an update from the Sheriff’s Office.

So if you didn’t know now you know however I posted the entire agenda earlier.

The Edgecombe County Sheriff Office is underpaid even the Sheriff himself. We are losing some good deputies and staff because they are going to other cities and towns where they can make more money. This is just a damn shame.

The Edgecombe County Sheriff Office is the best Sheriff Office in the state but that is just my opinion. What I will say is that our Sheriff Office are called upon by other agencies to assist them in their time of need.

The Sheriff Deputies have to cover a lot of ground and work hours in all kinds of weather, holidays among other things. I am reminded when I learned that some of our Deputies were going to another county to help with the flood a couple of years ago. The Deputies got flooded in and could not drive out. My heart went out to these Deputies who were willing to go into a county that they probably have never been and to have to endure the flood and the folk whom were in distress.

I know what the Edgecombe County Sheriff Office goes through because I am actively engaged in the community. I also had the privilege to obtain a certificate for attending the 1st Annual Sheriff S.H.I.N.E. Citizens Academy that was held last year and will be held again this month. I encourage everyone to sign up and learn what the ECSO have to go through on a day to day basis. You will be glad that you did. Trust me the Thursdays that the meetings are held will not be a dull moment and you will be excited about attending.

I am calling on all folk Caucasians and especially Black Leadership ie: Community leaders, sororities, fraternities and especially retired folk who do not have to worry about retaliation whom have been silent on this issue for the past couple of years to come out of your comfort zones because these folk protect you. Dr. Martin Luther King Jr. Holiday just passed and it sickens me how folk dress up to go to events and the marches and don’t stand for nothing. I understand a newly formed Religious Group consisting of Pastors and Ministers are meeting so when will you speak up on issues?

Detention Center Administrator Calls For The Clergy To Support The Edgecombe County Sheriff Office

I understand there is a ministerial alliance that has been meeting about issues so I hope this letter went to them. I am going to see what kind of response this letter receives. I will see who shows up at the next Edgecombe County Commissioners meeting. Curmilus Butch Dancy II

To my fellow clergy of the Gospel, I greet you with the love of God.


I communicate with you in an effort to share the state of the Edgecombe County Sheriff’s Office and request your support.


Let me start by saying I am grateful for the opportunity to serve Edgecombe County as the Detention Center Administrator.


As the Administrator my responsibility is for the entire operation of the Detention Center under the direction of the Honorable Sheriff Cleveland Atkinson, Jr.

The Detention Center has a capacity of 255 detainees, with 57 staff members and medical support team (vendor).

My concern is recruiting and maintaining quality staff to operate in a safe and humane environment due to low salary of the Sheriff’s Office.

The starting salary is $27,065.00 per year (excluding benefits) for a Detention Officer.

The staff work in hostile environments daily, with threats of violence toward them while having to provide protection for detainees, visitors and general public.

The county commissioners have been petitioned for salary increases in the past. Last budget year provided a 4% cost of living for all county employees, which was inadequate for the Sheriff’s Office.

The Sheriff’s Office generates over a million dollars a year in revenue for general funds for the county.

I am asking for your support and prayers that you will share with your congregation in hopes of you and them attending the Commissioners Meeting on February 3, 2020 at 7 pm. The meetings are held in the County Administrations Building located at 201 Saint Andrew St, Tarboro on the second floor.

To say that the Sheriff’s Office protects us, we need good quality staff. Let’s pay them so they can Recruit and Maintain Good Quality Staff.

Edgecombe sheriff adds school resource officers – Rocky Mount Telegram

The Gate Keeper’s response: Thank you Sheriff Atkinson for always having safety and what you can do to help make Edgecombe County a better place to live, work and play. I have found this brother to be one of the most caring men that I know. He love people and is a people’s person. Thank you for your humbleness but yet outspokenness because in this society we need someone with both traits.

TARBORO — Retired Edgecombe County deputies are helping keep middle schools safe thanks to a new state grant.

“We have three retired deputies covering the five middle schools,” said Sgt. Joe Cofield of the Edgecombe County Sheriff’s Office, who supervises the county’s school resource officers.

The retired deputies spend time every day at each school on a rotating basis.

“They spend fours in the morning then four hours in the afternoon at another school,” Cofield said.
