Tarboro NC – Tarboro Town Council Meeting Last Night Was Gooood! Town Manager Asked To Resign But Failed. Mayor Quit But Not Soon Enough.

First of all I hate that the videos of the meeting are not completely up on my Youtube page. I loaded it last night before I left the meeting but 33 minutes of the coverage of the drama at the beginning of the 1st part of the meeting is at 42% upload. If the had WI-FI that I could have connected to it may would be completed. This video coverage I did from my phone in HD however the entire coverage will be from my video camera which is not (HD) High Definition. I have it uploaded as well and that may be why it is taking so long for now.

Wow! What a meeting! Garland Shepheard made a motion for the Town Manager to resign and Steve Burnette 2nd the motion. Motion failed 5 – 2. At the end of the meeting Burnette apologized for his ignance. Smart man and I respect that.

Town Manager Rick Page resigned but should have done it way before now. He has been a follower of Shepheard since being on the board. Now the best thing Shepheard could have done would have been to step down along with Page. But as usual the Trump continued to come out of him until the very end of the meeting. Damn embarrassment to the Town of Tarboro.

The presentation about the Radio system for the town of Tarboro was the hot topic and the folk “learned the day” yesterday that all of the mess that Van Holland from The Edgecombe Tribune has been reporting was a bunch of ignance. However he along with Shepheard keep saying they got the facts. Facts for what? Obviously they are ignant to the truth in denial or just don’t give a damn because the facts came out in the presentation. Van told me after the meeting that he had some documents in his hand if I wanted to see them. I told him I didn’t want to see them. For what?

SBI still investigating auditor findings in Tarboro – Tarboro Telegram

Whether criminal action will be taken concerning the state auditor’s findings on inappropriate financial dealings by former Tarboro town employees is still not known as investigation into the matter continues.

A report from State Auditor Beth Wood released in late July leveled accusations of financial misconduct against former Tarboro Town Manager Sam Noble, former Electric Department Director and current Mayor Rick Page and former Finance Department clerk Brenda Page.

Wood’s report alleged that more than $550,000 worth of inappropriate financial activities – ranging from questionable purchases and expense reimbursements to insurance payments to potentially illegal unemployment benefits – had taken place during he final five years of Noble’s tenure as town manager. SBI probes audito’s report on Noble – Rocky Mount Telegram

Although Tarboro town officials are remaining silent and council members are backtracking from comments about keeping citizens abreast of what is going on, governmental wheels are turning pertaining to former town manager Sam Noble.

Noble’s spending procedures of town funds were the focus of an investigation by the office of N.C. State Auditor Beth Wood, and the next steps in that probe are underway.

“I can confirm that the SBI Financial Crimes Unit is conducting an investigation into this matter,” SBI spokeswoman Teresa West said. “This is an active investigation, and we cannot provide more information at this time. (Source: Read more)

Tarboro Town Mayor Rick Page Refused To Resign However The Council Changed His Insurance Policy

I can’t just make this stuff up. Watch the video and see for yourself what took place. Listen carefully to the mayor’s comments towards the very end of the video.

I am trying to figure out what audit report Garland Sheppard has read because maybe there is more than one. The one I read was clear about the findings and the recommendation to the council.

FINDINGS AND RECOMMENDATIONS

3. FORMER ELECTRIC DEPARTMENT DIRECTOR (CURRENT MAYOR) MISREPRESENTED HEALTH INSURANCE PAYMENTS

The Town’s former Electric Department Director (Director) inappropriately received $27,770.55 in reimbursements for health insurance payments for his ex-wife after submitting documentation asserting that the health insurance was for him. In addition, payments totaling $16,757.25 did not have taxes withheld as required by law.

Director Misrepresented Documents Submitted for Reimbursement
The Director (current Mayor) received reimbursements from the Town for payments for his ex-wife’s health insurance that he submitted as if it were for his own supplemental health insurance. He originally told investigators that he submitted documentation for payment each month and implied that it was for his health insurance. He later admitted that this documentation was for his ex-wife’s health insurance.

The former Town Manager approved a request from the Director approximately 14 years ago allowing the Director to forgo town-provided health insurance and instead directly receive the amount the Town would have paid for his health insurance premiums. The Director said he already received health insurance coverage as a military retiree and did not need the Town’s coverage. He claimed he intended to use the payment from the Town to purchase a supplemental policy for items that his military insurance did not cover; however, he did not buy a supplemental policy.

Town’s Failure to Withhold Taxes on Health Insurance
The Town failed to withhold taxes on $16,757.25 in payments provided to the Director after his retirement in May 2009. The payments represented the amount the Town would have paid for the Director’s health insurance after retirement if he had accepted the benefit. The Director did not submit reimbursement requests to show he had used the money to purchase health care insurance, meaning the payments should have been reported as income under the rules associated with a so-called non-accountable plan.5

RECOMMENDATIONS

The Town of Tarboro should require the former Electric Director (current Mayor) to repay $27,770.55 in misrepresented reimbursements for his ex-wife’s health insurance.

The Town of Tarboro should implement controls to ensure all benefits paid to employees are accurately recorded and reported in compliance with tax laws.

The Town of Tarboro should require financial arrangements outside of normal procedures to be approved by the Town Council.

5 Non-accountable plan defined—employer’s reimbursement or allowance arrangement that does not meet the following rules (IRS Publication 463):
1. Expenses must have a business connection

2. You must adequately account to your employer for these expenses

Tarboro NC – Why Sam Nobles Ain’t In Jail and Why Rick Page Still The Current Tarboro Town Mayor

So why in the hell ain’t  former Town Manager Sam Nobles in jail and why Rick Page has not stepped down as the current mayor?

Damn shame! See NC State Auditors Report.

I would be scared to find out what the report would say if they go back more than 6 years because I believe Sam was the manager for 20 plus years. And I believe Page was in finance for numerous years.

If this was Mayor Pro-tem Taro Knight where do you think his ass would be today? Just asking!
