It’s Time that We Get Some Real Answers About This Latest Audit

Note: I have withheld posting this since May 26, 2020.

State Auditor Beth Wood, in justifying why she launched her expensive, anticlimactic investigation into the goings on in Rocky Mount, said she was prompted to do so after being bombarded by citizen complaints about alleged improprieties. But I, along with a growing number of citizens across the region, are questioning Ms. Wood’s judgment and her motives.

No matter where you stand on the politics, citizen should be yelling at the top of their lungs demanding to know why there was such an egregious waste of taxpayers’ money and resources. To be clear, Ms. Wood authorized spending nearly a half-million dollars ($421,282.00) and a year’s worth of manpower hours (4,058 hours) to come to her most dramatic findings, that: 1.) A city councilman was able to evade $47,000 in utility bills; and 2.) City Manager Rochelle Small-Toney overspent her expense account to the tune of $500 a year for three years. Let that sink in, and forget for a moment that Ms. Wood’s alleged objective is to ensure governmental fiscal accountability.

Now, I ask every thoughtful, honest person to take a closer look at these charges. In the case of the councilman, whom Ms. Wood later identified as Andre Knight, there are several things that are quite troubling. Firstly, the North Carolina Utilities Commission as well as federal data privacy laws prohibit the release of personal information about utility account holders. Ms. Wood certainly knew that, because her audit never identified Mr. Knight by name. Yet, when she was interviewed by television and print reporters, she quickly threw the councilman’s name to the wind.

Since Mr. Knight has denied the charges, the public has a right to know what proof she has to the contrary and why she was not obliged to follow the law. Let’s say, for the sake of discussion, that reporters had gathered all of Rocky Mount’s utility bills and matched them to certain properties belonging to Mr. Knight. Those reporters would still have to determine whether all of the utility bills were his responsibility – and not that of a tenant or sub-tenant – during, in this particular case, the entire twenty (20)-year period. That’s right, the period in question traverses two decades!

Responding to the auditor, the city wrote, “The write-off amount the City reported … did not have supporting documentation in the form of printable billings that verified the total amount. A true or even proximate value could never be reconciled to the amount that was reported to the [auditor]. A total of $47,000 has never been substantiated by the City Staff or the [auditor] but was gleaned from a data dump performed by the City’s Finance Department. …In addition, many of the balances referenced by the [auditor] dating back to 1999 were much higher than normal residential accounts and defied logic as to how the calculations of those were made, much less confirmed. It is not clear whether the [auditor] investigated, when informed, that the account in question was subject to possible manipulation by unauthorized City staff for a good portion of the time that the write-offs covered.”

What’s even more disturbing is the auditor’s comment that, “Other City residents had to pay their bills timely to continue to receive services.” Thus, even if Mr. Knight’s bills had been written off, as she claims, her statement clearly suggests that Mr. Knight is the only person during this 20-year period who was given such a benefit. Is there anyone who believes this? Of course not. In fact, there were about $20 million in utility bills that were written off by the city during this same period. Why aren’t those names bantered about in public discourse?

Now, let’s delve into Ms. Wood’s other major finding, that Ms. Small-Toney lavished herself with lobster and shrimp dinners at the public’s expense. I have been outspoken about my belief that this audit –like the previous one that fizzled in a pool of racial animus – is an outright assault on the city’s Black leadership. First of all, it is absolutely outrageous to suggest that this city’s chief executive should’ve stuck to the cheap side of the menu. Who believes for a moment that the public outrage would be just as intense if it had gotten out that Mayor Sandy Roberson’s or a white city manager had chosen seafood over chicken or spaghetti? It harkens to the old racist trope of the “welfare queen” spending her food stamps on luxury dinners, instead of more modest fare.

Ms. Small-Toney provided receipts for a full $1,416.12 of the $1,575 in question, and she noted that the expenditures were for city staff dinners at conferences for the National League of Cities in Charlotte in 2017 ($858.62) and the ElectriCities in Ashville in 2018 ($557.50). A balance of $158 was unaccounted for. Sorry Ms. Woods, but this is hardly a finding that can be justified by such an expensive, yearlong investigation.

But Ms. Woods is not the only public figure whose motivation must be questioned. The mayor – yes, the same one who campaigned on his ability and desire to bring this racially fractured city together – has accelerated the longstanding attacks on the duly elected council majority and city manager, both of whom happen to be African American. He really revealed himself when he stepped up his political gamesmanship and asked Mr. Knight to resign. He knew that was throwing raw meat to an angry white contingency in this city who contend that Mr. Knight’s position on the City Council is in direct conflict with his role as the leader of the local chapter of the NAACP. (That white rage is clear to anyone paying attention to several local social media pages.) This is a telling indication of this city’s racial climate. The NAACP’s mission is to ensure that everyone, regardless of race, has an equal opportunity to succeed in society. And the truth is, that mission should be in perfect harmony with anyone seeking to hold a council seat or sit in the mayor’s seat. Many African Americans worked for Mr. Roberson’s campaign, sincerely believing he would live up to his promise.

I’m in agreement with State Rep. Shelly Willingham (D-Edgecombe), who in recent days is asking from accountability from the state auditor and the mayor. Like many residents, he is asking why such a minute sliver of the city’s population (less than 4 tenths of one percent) was able to trigger such an expensive, protracted investigation. We want to know:

· Who were the complainants?

· What is her proof against Councilman Knight, and how, with protections afforded by law, was the auditor able to publicize his name as the utility account holder?

· Was Knight the only account holder who received write-offs during that 20-year period, as she intimated in the audit?

· If not, why was that information on other account holders withheld?

· How many others received write-offs; what are their names; and for how much were the entitlements?

· Why did Ms. Small-Toney receive such notable mention in the audit report when she was not employed until 2017 and many of the allegations date back to 1999?

It’s no secret that the audit was triggered by the usual crowd of disgruntled citizens who can find no comfort in the progressive agenda for downtown Rocky Mount developed and supported by the current city administration and City Council.

To those detractors, I say stop attempting to do an end-around a local government that was elected by the residents of this city, and allow the will of the majority to move forward.

Ms. Woods, stop allowing yourself to be a puppet of the recalcitrant obstructionists in our city and work to regain your reputation as an impartial state auditor. And, Mr. Roberson, be a change-maker – that person you promised during your campaign – not the one plotting against those making our city better for everyone.

Today, the family of Josephus Daniels took the initiative to remove a statue that had been erected in his honor from Nash Square Park in the heart of Downtown Raleigh because the family believed that it was time for his statue to come down. Interestingly enough, the statue was only erected about 34 years ago in his honor and it stood in a prominent location facing a building that was occupied by the News and Observer newspaper which his family had owned since 1894. The newspaper was sold to McClatchy in 1995. Daniels was known to be a White Supremacist who helped orchestrate the 1898 Race Riots which occurred in Wilmington, NC. The riots overthrew the elected government in Wilmington which had Black as well as White leaders, and it resulted in the killings of over 60 Black residents. During the riots, the offices of Wilmington’s Black-owned newspaper were burned and left as rubble. It was known as one of the only coup d’états that took place in America. According to news accounts, over 2,000 heavily armed men descended on the Black-owned business district in Wilmington on November 10, 1898. They forced the elected officials of the city to resign at gunpoint before destroying their homes and neighborhoods. Daniels also worked to flip control of the NC General Assembly to install leaders that would reverse the gains of Blacks which occurred after the Civil War during a period known as Reconstruction. In this day, time, and era, I would like to commend the Daniels family for recognizing their great grandfather’s involvement in the 1898 race riots. Today, Frank Daniels, Jr. said that his grandfather’s bigoted beliefs overshadowed his other accomplishments. Attached is a story that provides more information.

Pitt County Board of Commissioners vote to remove Confederate statue

GREENVILLE, NC (WITN) – The Pitt County Board of Commissioners voted Monday night to remove the Confederate statue at the county courthouse in uptown Greenville.

In a 7-2 vote in favor of immediate removal, commissioners shared why they wanted it gone while others expressed concerns about moving it.

The Confederate statue is on the corner of West 3rd street and Evans Street in Greenville and has been there for decades.

“For the purpose of ensuring the public safety and immediately remove the United Daughters of Confederacy statue, which was erected at the Pitt County Courthouse in 1914 in memorial to the cause of the Confederacy. Upon its removal, it is to be stored and secured in the county until such time that it may be appropriately relocated or otherwise dispatched.”

Pitt County Commissioner Chris Nunnally voted to remove the Confederate statue.

“To take down a symbol, of a racist past. Not because we hate, but because we begin to reconcile and because we love”

Commissioners Tom Coulson and Lauren White were the two lone opposing votes Monday night. (Read more)

Damn This Is Too Ignant To Say The Governor Roy Cooper Has Lost His Mind For Saying Thinking About Making People Wear Masks

Van Holland I find your post to be too damn comical.

Hell yeah people ought to be made to wear masks. I am glad the city of Raleigh is meeting today to vote on required all to wear masks.

Over the past 2 weekends from the previous Friday to that Monday there were 15 cases and then this past weekend it was 16 reported cases.

I agree if the Governor didn’t have a mask on while marching in Raleigh and during the briefings if the social distancing is not possible.

But to say he will be defeated in November by his Republican Opponent is too damn funny. It is obvious you continue to campaign on getting your guy elected by attempting to discredit the current Governor. But the November election will be determined only after folk cast their votes.

Van you say, “Hell he couldn’t even help rebuild NC after Hurricane Matthew or Florence.” Well the last time I checked the Republicans are in control of the NC General Assembly so go figure.

But what tickles the hell out of me is Tarboro Chief of Police and one of his officers were on their Facebook page in a photo-op with 2 little Black boys and the Chief nor the officer had on a mask and damn sure were not social distancing. But Van said nothing. This is a prime example of how folk talk about stuff that ain’t on the local level but love to talk about stuff on the state and national.

But Van you need to focus on posting whole trues in the Tar River Times or just call your little one day paper the Tar River Fake News.

Now this is no way speaking up for my Governor because he can handle his on. I am speaking up because I find the majority of your writings to be comical and ignant.

North Carolina’s governor has absolutely lost his mind….how can he say during his briefing they are thinking about making people wear masks.
I guess the governor wants people to wear masks while they eat as well. But he didn’t wear one while he was protesting/marching in Raleigh and doesn’t wear one while having his briefings on live TV.
Roy Cooper knows he is on his way out of office because he will be defeated in November by Dan Forest so Cooper wants to have all the control and power he can now.
Hell he couldn’t even help rebuild NC after Hurricane Matthew or Florence. How can he make decisions to make people wear masks during COVID-19.

Democrats oust Edgecombe party leader

The Rev. Roosevelt Higgs is out as chairman of the Edgecombe County Democratic Party following action Saturday by the Council of Review of the state party.

The vote came following a nearly five-hour ZOOM meeting.

Higgs says he doesn’t care but added that he plans to appeal.

“As far as I’m concerned, they can all go to hell,” Higgs told the Telegram Sunday. “The North Carolina Democratic Party is the equivalent of a slave ship.”

Saturday’s vote came after five female members of the county party filed a petition for Higgs’ removal. It was the second filing in as many years.

The petition was filed by Sarah Peveler, president of the Democratic Women of Edgecombe County, Deborah Jordan, chairwoman of the Edgecombe County African American Caucus, Linda Goines, vice chairwoman for precinct 1-4, Janice Bulluck, former chairwoman of precinct 12-3, and Judith Moss, vice chairwoman for precinct 1-2.

On Sunday, Peveler, identified as the lead petitioner, said the group was expecting a press release from the state party and wanted to wait for it before making a statement.

Higgs claimed the entire action — both the complaint and vote — stemmed from the fact he didn’t do as state party Chairman Wayne Goodwin wanted.

“The whole thing came from the fact Edgecombe County didn’t hold a county convention, but I told them there wasn’t going to be a convention,” he said. “(It) was the equivalent of a mob coming into town and trying to rescue (state party chairman) Wayne Goodwin for his misdeeds related to the Edgecombe County (party) convention.”

Higgs said he is finished with the Democratic Party.

“Last night (Saturday) at 9:45, I was asked to coordinate the Progressive Democrats of Edgecombe County and it’s not affiliated with the Democratic Party,” he said. “The North Carolina Democratic Party has been pimping our community forever and it’s time for it to stop.”

Higgs said he will do everything in his power to see that Goodwin, the party’s nominee for state insurance commissioner, loses in the General Election.

On Sunday, Higgs suggested a visit to a website hosted by Curmulus “Butch” Dancy to get more details about the chain of events.

While Dancy’s website at curmilus.wordpress.com does address the convention and more alleged misdeeds, it also includes a link at www.youtube.com/watch?v=qu9etFLf5RU&feature=youtu.be&has_verified=1 to recordings from four voice messages left by Higgs for Dancy.

At least one was a profanity-laced message for Dancy, a member of the county executive committee and long-standing critic of Higgs.

“It (removal) don’t mean nothing to me. I’m not through with the Democratic Party,” he said. “You can tell them all (local petitioners) I said they can go to hell.”

Higgs then went on to single out at least two of the petitioners and made multiple derisive comments about them.

Higgs put a racial twist on the vote, telling Dancy, “It’s white fear, trying to protect white fear.”

On his site, Dancy wrote, “I have been challenging Higgs since the late 80s early 90s and today (Saturday) is a good day for me. He has been a nasty something and especially to women in the party. I have videoed the meetings so it is documented.”

According to Dancy’s post, the county party is required to meet within 30 days to replace Higgs.

Rev. Roosevelt Higgs has been removed as Chair of the Edgecombe County Democratic Party and can no longer serve as an officer of the party on the local, state and national level. It has been a long time coming. On Saturday June 13, 2020 the Edgecombe County Democratic Party can now move forward without having to deal with Higgs manipulating the work of the party. Higgs has been so disrespectful to many especially women in the party who question his motives. However I have been challenging his motives, manipulation and bullying since the late 80’s early 90’s. I have tried to deal with his ignorance over the years respecting him in his title so now I don’t have to deal with him at all.

I have a question for all of you sports fans. And I am being totally serious when I ask this question. And YES, I am going to ramble about a crooked elected official for a second….

In Executive Order 141, the governor stated that outdoor sports in stadiums could have 25 spectators and inside arenas could have 10 spectators.

Now those of you who know sports, tell me how in the hell he came up with that number?

It isn’t an equal number, so one team gets 13 fans and the other team gets just 12 fans. That isn’t fair is it?

Oh wait!!!! All of these Executive Orders the governor’s attorneys have put together make no sense at all.

You can have 50% capacity in Walmart, Lowe’s, Food Lion, Restaurants and other businesses, but you can only have 0.01% capacity at an outdoor sporting event, which if I am not mistaking, CDC, and NC DHHS officials have said all along that being outdoors is the best place to be.

But I guess the governor nor anyone else broke the mass gathering of 25 people during the protests and marches because he didn’t have that in his order because he damn sure would not answer that question the other day when he was asked about it, nor would he answer the question about him getting tested for COVID-19 after taking his mask off and letting it hang from his left ear.

This whole Executive Order crap is bass ackwards (Ass Backwards) just like his crooked hind parts.

Yes, I said it. The governor is breaking the law everyday since he’s been in office because NO elected official is supposed to own or operate a solar farm. But guess what, check that one out right outside of Nashville and do your research on whose big solar farm that is. And see where the mailing address to that property goes to….a P.O. Box that is less than a mile from the governor’s mansion.

Now all of you Roy Cooper fanatics, sleep on that and talk to me when you wake up from your fantasy dream….
