Calendar note: The fourth Monday Rocky Mount City Council meeting scheduled in May will instead take place at 4 p.m. on Tuesday, May 26 in the George W. Dudley Council Chamber. The meeting is being moved in observance of Memorial Day on Monday, May 25.

The Special Called Rocky Mount City Council meeting at 2 p.m. on Thursday, May 21 is a separate meeting from the one scheduled for May 26.

I am sure that you are aware that the Chief of Police reports directly to me, the City Manager.  Why then are you directing the Chief to be prepared for something that you have not spoken to me about?

What are you asking Chief Robinson to do? I am unclear on the role of the Chief if any, in “compelling” the attendance of members of Council to a meeting by taking them into custody.

I have read  Article I Section 34a of the Code of Ordinances on Quorums that speaks to taking members into custody and this section does not state who is to take Council members who are not attending a meeting into custody and where do they take them once they are in custody and for how long do they remain in custody?image

I am requesting that Jep provides legal guidance to me and the members of Council as to this process, and in particular that the direction of the Police Chief is vested in the City Manager per the Code of Ordinances Chapter IV Police Department Section 140 a,b,c and d.

What role then does the Police Chief play in this and why are you reaching out to him directly?

As you will note below according to Clerk Casey, Council members Knight, Walker, Joyner and Miller thus far have informed that they will not be in attendance at the Thursday, Special Call Meeting and an alternative meeting date and time has been offered by one Council member and agreed upon by another.

I look forward to further direction from Mayor and Council and the City Attorney.

The Political Agitator’s response: First of all who in the hell do Mayor Sandy Claus Roberson think he is? It is of my opinion that the Mayor is not consulting with the City Attorney but just doing mess listening to Councilman Lige Daughtridge Community Council and the Special Cs who are not allowing the process to happen. Beth Woods NC State Woods have completed the audit and say she has turned over information to different agencies so why in the hell is Mayor Sandy Claus Roberson, Beth Woods NC State Woods and the Rocky Mount Special Cs trying to use scare tactics to excite the citizens of Rocky Mount to respond to their mess. Let the damn process work itself out. So how do Mayor Sandy Claus Roberson get to call a Committee of the Whole Meeting when Coucilman Andre Knight is the Mayor Pro-tem and he is the presider of the Committee of the Whole Meetings? So did he speak to the Black Chief of Police or didn’t he just go to the Caucasian Sgt.? Everyday proves there is a White Supremacy Movement going on in Rocky Mount trying to take over the city because they are just mad that Blacks are in major leadership roles in Rocky Mount City Government. But I can’t leave out a criminal like Tarrick Pittman, Gwen Wilkins and some other Ignant Safe Negro Black Folk who have attempted to help validate the White Supremacy Movement. ROCKY MOUNT — Mayor Sandy Roberson on Tuesday confirmed the identity of a councilman revealed to be the recipient of city officials’ preferential treatment over unpaid utility bills.

Andre Knight, the city’s mayor pro-tem, benefited from years of write-offs of unpaid electric, water and sewer bills totalling $47,704, according to a report released last week by N.C. State Auditor Beth Wood.

“We are at a crossroads for this city,” Roberson said in announcing a special meeting set for 2 p.m. Thursday.

Knight and three fellow council members are refusing to attend the meeting, according to a statement Roberson issued on Tuesday evening.

Roberson said he called the meeting is to discuss findings in the hard-hitting report and to regain city residents’ trust.

Knight and council members T.J. Walker, Richard Joyner and Chris Miller have declined to attend without providing a reason, Roberson said.

Councilman Reuben Blackwell hasn’t made his intentions known, Roberson said.

That leaves Councilmen Lige Daughtridge and B.T. Bullock left to attend and draws into question whether the council will have a quorum to conduct business.

Roberson asks Knight to resign from City Council

Mayor Sandy Roberson is asking for a City Council member to resign in the aftermath of the findings by State Auditor Beth Wood’s and her team’s probe of the City of Rocky Mount, which included finding out more than $47,700 of the council member’s utility bills were taken off the books.

Additionally, Roberson is calling for City Manager Rochelle Small-Toney to reimburse money the probe showed she misspent while traveling.

And Roberson is calling for council members to sign what he is calling a “Contract with Rocky Mount,” this to restore the trust of taxpayers by having high ethical standards.

Wood and her team, in a report made public on Friday, found instances of certain city officials receiving preferential treatment, certain city policies not having been followed and a lack of collections of certain money owed to the city.

Wood and her team also found out there was not an in-house contact for matters regarding the Americans with Disabilities Act. This meant the city could have been at greater risk of legal liability for ADA violations.

“Rocky Mount needs to change,” Roberson said Monday via a teleconference.

“And we need to start right now to rise above those misdeeds and become the city of excellence, which I know to be our birthright,” Roberson said. “That opportunity to make change and do things right is only going to happen, I believe, if we take these next steps.”
