The Committee of the Whole meeting is where the Mayor Pro-tem chairs the meeting and the City Manager basically runs the meeting. This is the meeting to learn what is going on with presentations from in-house and external folk depending what is on the agenda. Public is not allowed to speak but anyone can attend.
The regular meeting begin at 7 PM and the public is allowed to speak.
The past several meetings have been like a circus whereby some Special Cs have been attending and acting like some pit bulls attacking the council mostly Councilmen Andre Knight, Reuben Blackwell, the City Manager Rochelle Small-Toney and some staff. Come see the folk who say they are about unity, but come and be so disrespectful but then play victim when Knight and Blackwell address their ignant asses. You have to see this mess to believe it because you would think these are a bunch of children who come to the meetings and act a fool.

The Rocky Mount City Council meets for a work session — “The Committee of the Whole” — once a month or as needed. These meetings are generally open to the public, unless an agenda item requires that the Council meet in closed session.
