Short Session adjourns

After over 19 hours of work, the 2010 short session adjourned around 5:30 am on July 10, 2010. A few highlights from the session are included in this edition of the District 5 newsletter. As always, thank you for reading.

State Budget passed

The North Carolina General Assembly passed the state’s budget and Governor Perdue signed it into law.  The budget preserves jobs, protects the classroom, and provides assistance to small businesses.  A few budget highlights include:

  *  Fully funding community college enrollment growth

  *  Eliminating proposed cuts to assistant principals

  *  Tax credits to help our small businesses

  *  Eliminating Medicaid fraud and abuse to save over $40 million

Honor and Remember flag adopted

Honor and Remember

Recently, the North Carolina Senate and House passed a bill adopting the Honor and Remember flag as a state symbol in honor of our fallen military service members killed in the line of duty.

Recent visits

Pitt County, The Eppes High School Alumni parade and groundbreaking ceremony were great.  The Cub Scouts of Ayden hosted a Blue and Gold banquet, which I served as the guest speaker. Koinonia Christian Center hosted a great walk for seizure disorders. I celebrated with students and families at the D.H. Conley and Ayden-Grifton High School graduations. 

Wayne County,  There was much fun with students and staff at the Dillard Academy Family Fun Day.  I attended a Wayne County Autism Society meeting and MSgt Thomas Hines’ retirement

ceremony.  I was extremly proud of our graduates and celebrated at the Goldsboro, Eastern Wayne, and Southern Wayne High School graduation ceremonies.  

Greene County, I was honored to present the David Plummer Award at the Greene Central High School scholarship awards night.  I also attended the Greene County Middle School Awards Day and the open house of the American Prawn new processing facility. 4-H’ers and I discussed the importance of our state 

government.

Remembering Kathy Taft

A memorial service was held for Kathy Taft this past Saturday. She devoted her life to serving our community. Kathy was a champion for education, and did so, with a great deal of passion. Let us continue to keep her family in our prayers. 

Greenville remembers fallen soldiers

Honor

The city of Greenville has adopted the Honor and Remember Flag, which serves as a visible reminder of the lives lost in defense of our nation. After the lost of her son, Ryan, Pitt County resident Kathy Moore has spear-headed North Carolina’s efforts to gain support for adopting this Flag as an official symbol. Economic update

According the February 2010 General Fund Revenue Report & Economic Outlook from the North Carolina General Assembly Fiscal Research Division, "General Fund revenue for the first half of the fiscal year came in about $35 million below a $11 billion target for the period." The Report also stated, "at this stage of recovery economic signals remain mixed, yet most economist believe a sustainable recovery is underway." NC business owners gain leverage

North Carolina is enhancing purchasing opportunities for North Carolina based businesses. This is an effort to encourage

Targeted Business Services pilot project

My office along with the North Carolina Small Business & Technology Center (SBTDC) announce the targeted business services pilot project. This is a two-year targeted business services pilot project designed to help area businesses retain and grow jobs in our community. The SBTDC will provide personal in-depth financial and operational assessments, management advice and counseling, and market information and research to local small and mid-size businesses. Appointment

North Carolina Senate President Pro Tempore Marc Basnight has appointed me to serve on the Joint Select Committee on Emergency Preparedness and Disaster Management Recovery. The Committee will focus on how to better prepare for natural disasters and will examine emergency response.

Recent visits

Pitt County, Chancellor Ballard’s State of the University Address

was very informative. Members of Down East Respiratory Services, Inc. met to discuss proposed medicaid changes.  I also toured

Eastern Carolina Vocational Center, met with the Pitt County Board of Education, Pitt Young Professionals, and attended a ECU Board of Visitors meeting. The 8th Annual Give Kids a Smile Day was great. I spoke at Pitt Community College’s Leadership Institute and attended a Sierra Club water resources meeting. 

Wayne County, members of the Southeastern Oncologist and I met to discuss medicaid.  I toured Spring Creek High School,

ADLA, and spoke with SEANC Distric 59. I also visited with the 4-H Club, attended the Goldsboro/Wayne County Inter-faith breakfast, and visited the Arts Council at an annual gala. The Mt. Olive Chamber and Wayne County Mental Health Association hosted wonderful banquets. I spoke with airmen at Seymour Johnson AFB and farmers at the Karl Best Agri-Leadership Program.

Greene County, the Greene County Community Foundation hosted a Mardi Gras celebration as a part of its annual fundraiser at the Edwards Dawson Home C. 1898. I made an appearance and signed books at the West Greene Elementary School Author Celebration Day. The students did an outstanding job with their books. Representatives from the United States Department of Agriculture and I met with officials from the Town of Hookerton to discuss community development efforts.

Each day, the workload of the North Carolina Senate continues to increase. After passing the Senate’s budget plan, much of our focus has shifted to getting bills to the House before the May 14th crossover deadline. There has been a total of 2,670 bills filed this session. So long Vernon

North Carolina has lost a devoted and talented leader, Senator Vernon Malone of Wake County. Senator Malone served as a co-chairman of the Senate Committee on Education, Education Appropriations, and was a member of several other Senate committees.

Senator Malone was a dear friend and leader. He had begun to mentor me on issues relating to education. Senator Malone devoted his life to education, and will be missed. 

UNC basketball champions honored

The North Carolina General Assembly honored the NCAA National Champion North Carolina Tar Heels.  These outstanding young men and their coach, Roy Williams, make our whole state proud. Not only did they bring recognition to our state for their talents on the court, but they have maintained top academic success off the court. 

Bills passed in the Senate

Foreclosure protections  

A measure was passed that will help keep tenants in good standing from being evicted if the property they are renting should fall into foreclosure. Under this measure, owners must provide 60 days notice to tenants before eviction.

During these tough times, I have also supported measures to help people keep their homes. The North Carolina Senate’s budget includes funding for the Home Protection Program, which helps laid-off workers in danger of foreclosure keep their homes and $10 million for the Housing Trust Fund, which helps provide housing to deserving North Carolinians.

Arts education requirement

The Senate passed a bill, which requires one arts education credit for graduation from high school. Arts education provides students with a comprehensive, rigorous, and balanced education. The credit must be earned in one of the four disciplines in arts education including theatre, music, visual arts, or dance. This bill has been referred to the House Committee on Education.

So far, a total of 132 bills have passed in the North Carolina Senate

(see a complete list of bills passed).

Ratified: The State Health Plan

An agreement was worked out with the House that reduces the cost of the state health plan by $60 million and avoids employee premiums, while increasing transparency and establishing a task force to work on long-term structural changes to the plan. 

Dependent premiums will rise by 8.9%, which is much lower than the 31% increase we originally faced. Co-pays will also rise. The plan will include wellness initiatives. The Governor has signed this bill into law.

Although not perfect, I supported this legislation to make sure that those on the plan maintains health care coverage.

Here are a few bills that are in the spotlight:

H2 (Smoking Ban), to prohibit smoking in public and work places.


S460 (Puppy Mill Bill)
, to regulate the commercial breeding of dogs.

S526 (School Violence Prevention Act), to define bullying or harassing behavior as used in the act as any pattern of gestures or written, electronic, or verbal communication, that takes place on school property, at any school-sponsored function, or on a school bus, and that places a student or school employee in actual and reasonable fear of harm to his or her person or damage to his or her property.

H88 (Healthy Youth Act), to provide for abstinence until marriage and comprehensive sexuality education programs in grades seven through nine.

Finance package discussed

Currently, the North Carolina Senate Finance Committee is working on a plan to modernize our state’s tax system. This plan seeks to lower the tax rates for income, sales and corporate taxes, while broadening the base to provide more reliable revenue.

Recent visits

Pitt County, residents met at a Latino Community forum, where I served as a panelist. I joined other Pirates in welcoming Gov. Bev Perdue to ECU, where she announced efforts to increase collaboration within the health community. I toured the upgraded town hall in Winterville and met with teachers at Ayden-Grifton High School. In a visit to the courthouse, I met with the Register of Deeds, Clerk of Court, and staff members. I joined members of the Pitt County NAACP at an annual fundraiser and Farmville town officials, who were recognized for 30 years as a Tree City USA at the Dogwood Festival.

Wayne County, I met with residents at a health disparities forum hosted at Mt. Olive College. It was great welcoming VP Joe Biden to Wayne County to annouce the awarding of funds for the Pikeville Fire Department. I joined members of the Wayne County Political Awareness Committee in honoring Sen. John Kerr for his service. City officials from Goldsboro provided our delegation an informative presentation of the City’s downtown development strategies. I helped to salute volunteers of the NC Guardian Ad Litem at a volunteer luncheon and presented a proclamation of National Volunteer Week at a RSVP luncheon.

Greene County, an assessment of damage from a tornado that touched down was conducted, and I met with family members. It was a pleasure to join my colleague Senator Jean Preston of Carteret County at the dedication ceremony of the Greene County Recreation Complex and students of Greene County Young Life at a fundraiser. Members of the American Legion in Walstonburg hosted the first Proud to be an American Day. It was a tremendous success and inspiring. At a press conference, I was pleased to announce the awarding of funds to help preserve the former Greene County Training School.
